
The following were discussed:
• the legislative initiative defining the specifics of developers' bankruptcy, as well as the need to introduce special regulations, taking into account the specifics of the construction sector and the need for effective protection of the rights of numerous buyers-beneficiaries,
• steps aimed at scaling up buyer payment insurance mechanisms, including the use of state subsidy instruments, ensuring full (up to 100%) protection of buyers' risks,
• risks associated with initiating criminal proceedings and their possible negative impact on the investment environment. In particular, the situation was presented where the current examination of the legality of the grounds for acquiring property years ago with the participation of former owners of real estate leads to additional legal and business complications for current bona fide owners,
• The draft law “On Construction Encumbered by the Right to Purchase”, the individual provisions of which were discussed with the aim of clarifying the regulation of developer-buyer relations and increasing the level of protection of buyers’ rights.
