At the first session of the Council, among other issues, the legislative draft on state registration of real estate under construction at the stage of 81% completion, circulated by the Cadastre Committee, was also discussed.

The main concern of the President of the Association is that the draft proposes to start calculating property tax 3 months after state registration. Gurgen Grigoryan noted that this regulation needs to be brought into line with the current legislation and the official clarification of the Head of the Cadastre Committee of December 19, 2025, excluding regulations that provide for additional financial burdens and the possibility of creating new risks in the investment environment.
The discussion took place in a constructive atmosphere. The partners of the Cadastre Committee expressed their willingness to take into account the observations presented. An agreement was reached to submit the proposals in writing and continue the discussions.
