Currently, the situation in the local developments market is such that a new building potential buyer is not capable of making an objective decision on the reliability of the building. This situation has been formed due to legal and legislative base imperfection/malfunction, absence of local developers' settled business traditions, as well as to closeness and opacity of local development market.
